The prEUgovor coalition presents its latest Alarm – report on Serbia's progress in implementation of policies in the areas covered by Cluster 1 (Fundamentals), with the focus on political criteria and chapters 23 (Judiciary & Fundamental Rights) and 24 (Justice, Freedom & Security) of the EU accession negotiations. The Report covers the period from May to October 2025.

As Serbia’s political crisis deepens, state repression and social polarisation are increasing, while reforms are stagnating. New deadlines from the Reform Agenda are passing without results, as are old ones from the action plans, and increasingly sharp messages are coming from Brussels. Political compromises on established priorities are being made at the last moment under pressure from the European Union, their quality is being questioned, and the consequences are yet to unfold.

Did Serbia pass the make-up exam on electoral conditions in this year’s local elections? Can fixing the unified voter register resolve the chronic shortcomings of the electoral process? What did the prolonged and controversial process of electing the new REM Council reveal about the functioning of institutions, especially the National Assembly? Do the revised drafts of amendments to the criminal legislation represent a step forward or backward? What are the trends in human trafficking in the country, and what can be expected from the new law? Who are, in fact, the anti-system extremist actors in Serbia? What do the developments of the past six months tell us about the degree of operational autonomy of the police? And to what extent do the assessments of the prEUgovor coalition align with those of the European Commission?

About prEUgovor

Coalition prEUgovor is a network of civil society organisations formed in order to monitor the implementation of policies relating to the accession negotiations between Serbia and the EU, with an emphasis on Chapters 23 and 24 of the Acquis. In doing so, the coalition aims to use the EU integration process to help accomplish substantial progress in the further democratisation of the Serbian society.
