The prEUgovor coalition presents its latest Alarm – report on Serbia's progress in implementation of policies in the areas covered by Cluster 1 (Fundamentals), with the focus on political criteria and chapters 23 (Judiciary & Fundamental Rights) and 24 (Justice, Freedom & Security) of the EU accession negotiations. Presentation will be held online on Thursday, 18 November 2021 at 11.
In the reporting period, from May to October 2021, in Serbia, the implementation of formal activities in certain areas from cluster 1 continued at an accelerated pace, especially in connection with the constitutional changes in the field of judiciary. The reasons for such a tempo are not only the delays and fulfillment of the revised deadlines, but also the extraordinary parliamentary and regular presidential elections announced for the spring of 2022, as well as the desire for new clusters in the accession negotiations to be finally opened after two years of stagnation. Making up for last-minute reforms is not conducive to democratic processes.
While in the field of migration, Serbia was praised in the annual report of the European Commission, the fight against high-level corruption and organised crime showed weaker results, despite the declared “war against the mafia”. Two dialogues on electoral conditions have produced inadequate, even illegal, solutions. Apart from the electoral rules, the referendum rules are being urgently made at the last minute. The withdrawn Draft law on internal affairs showed a worrying vision of police reform.
