Coalition prEUgovor will present the publication "Institutional Barometer", the first independent assessment of institutional effectiveness at implementing policies within Chapters 23 and 24 on Friday, December 7, 2018, starting at 11am, at Media Centre (Terazije 3, 2nd floor, Belgrade).
The Institutional Barometer analyses six selected institutions that have competencies in the areas covered by chapters 23 and 24, with the view to measuring the effects of reforms on their functioning.
Opening address will be delivered by Nicolas Bizel, Heads of Operations Section I, EU Delegation to Serbia, and Dušan Šabić, editor of Institutional Barometer.
The discussion at the conference will be divided into two panels. The first panel will analyze the findings on the work of the Anti-Corruption Agency, the Commissioner for Information of Public Importance and Personal Data Protection, and the Commissioner for Protection of Equality. The panelists will be:

During the second panel, the work of the Sector for Internal Control of the Ministry of the Interior, Commissariat for Refugees and Migrations, Centre for Human Trafficking Victims Protection will be analyzed. The panelists will be:

This edition of the Institutional Barometer represents a pioneering attempt by the coalition prEUgovor to measure the effects of reforms through the application of a unique methodology that analyses three dimensions of institutional functioning: internal efficiency, institutional embedment and legitimacy of the institution. The findings of this study represent a good source of information for various actors, both decision-makers and civil society, for addressing the identified shortcomings and improvement of the institutional design.
The conference is a part of the project prEUgovor Policy Watch: Monitoring Reforms in Chapters 23 and 24. This project is funded by the European Union.
